The proponent is the Far North Queensland Ports Corporation Limited, trading as Ports North (PN), who operate the Port of Cairns as well as a number of other trading North Queensland ports including Karumba, Thursday Island, Cape Flattery and Mourilyan.

In recognising the importance of the Port of Cairns to the region’s economic recovery, the Queensland Government has been working with Ports North to fast track the Cairns Marine Precinct Early Works (CMP EW) with a $30 million dollar investment to kickstart the region’s economy while providing vital infrastructure to increase common user wharfage to support increased in-water sustainment of naval and other vessels, including upgrade of services to existing facilities.

Ports North have identified upgrades to selected assets as an Early Works project within the Cairns Marine Precinct development. This Early Works project is aimed at delivering additional in-water vessel maintenance capability.

Key aspects of the CMP EW project include:
• Provision of additional common user wharf structures to facilitate in-water vessel maintenance, including a new 85m long dual-face wharf at Smith’s Creek 3 and a new 50m long single face wharf at Smith’s Creek 2
• Provision of additional facilities to reduce congestion between freight handling and in-water vessel maintenance operations
• Provision of associated infrastructure and services

The purpose of this EOI document is to:

• provide detailed information to Tenderers about the project and its timelines;
• outline the criteria with which Ports North will use to shortlist prospective Tenderers;
• outline the information required to be included with each EOI submission; and
• outline the General Conditions related to the EOI submissions.
Ports North will use the submissions to shortlist Tenderers ahead of the second stage of the two-stage procurement process. The second stage consists of Ports North issuing to shortlisted Tenderers, invitations and documentation to formally tender for the works.
