Tender Overview

The Queensland Electricity Transmission Corporation Limited (A.C.N. 078 849 233) (Powerlink) requires the services of an experienced company to supply an Outage Management System (OMS), provide associated services and provide ongoing support and maintenance.

Powerlink is a government-owned corporation that owns, develops, operates and maintains Queensland’s high-voltage electricity transmission network, combining innovation with insight to deliver safe, cost effective and reliable solutions. With a strong history of connecting customers to their energy needs, Powerlink provides electricity to almost four million people.

Powerlink requires the services of an experienced company to supply a new Outage Management System (OMS), provide associated services and ongoing support and maintenance, to effectively manage outages across the network.
The OMS solution shall be based on a common, cost-effective, scalable and high-performance platform that provides the ability to manage, schedule and coordinate outages as part of Powerlink’s Network Operations. The Tenderer selected by Powerlink is expected to provide the product(s) to support Powerlink’s requirements, as well as deliver implementation services and supporting services as specified.


Powerlink also expects the new OMS solution to support the long-term vision of Network Operations, which includes the transition to more advanced and intelligent mechanisms for managing the network and streamlining processes to enhance collaboration across both internal and external stakeholders. Being a core component of the Network Operations ecosystem at Powerlink, the OMS solution is expected to provide a strong foundation for future agility and innovation to effectively and proactively manage outages on the transmission grid, in light of the renewable connections led network expansion.


Powerlink’s expected outcomes of implementing a new OMS solution include:
• advanced support for the outage management process, including enhanced planning and scheduling capabilities, increased automation for outage coordination functions etc;
• centralisation and insights based visualisation to Powerlink personnel, providing Situational Awareness and enabling informed decision-making;
• an interconnected ecosystem that supports data integrity, as well as streamlined communication and coordination across involved teams;
• real-time support for the end-to-end outage scheduling and switching process, facilitated in Powerink’s Energy Management System as well as with AEMO; and
• ability to introduce and develop new capabilities to manage the network of the future.


Powerlink invites the Tenderer to submit a proposal for the delivery of the scope of works as described in this Invitation to Tender (ITT).
