Tender Overview

The purpose of this procurement is to engage a highly skilled and experienced specialist to undertake the strategic review of the heavy vehicle access regime and mass compliance enforcement in Queensland.

The objectives include:

  1. A departmental strategy for proposed improvements to TMR heavy vehicle operations and compliance regime.
  2. Development of a strategic framework with policy to manage access to TMR structures
  3. Documentation, communication messages, and educational presentations to TMR staff regarding RPEQ obligations and due diligence in managing access to TMR’s structural assets

Please note below query and clarification - 

  1. We have noted in the project objectives that the aim of the procurement is to engage a highly experienced specialist to support the Program. References within the proposal would indicate that the services are envisaged to be provided by a single expert individual working directly with the Program team. Can the Department please confirm this interpretation, or clarify accordingly?

Answer - Yes that is correct. It is envisaged the services will be provided by a single expert individual working directly with the Program team.

Please note below questions and updated Project Brief - 

  1.  Could you please whether a Contractor with a Bachelor of Law must also hold a practising certificate?
  2. The RFQ speaks about setting strategy and policy in the heavy vehicle access management, and related compliance space, and sometimes refers to the position as a 'contract engineer'.  Could you please clarify if the contract could comprise of more than one person covering the required skillsets?  For example, an engineering/operational expert within the heavy vehicle space could work directly with the Program team, however receiving support from another person with a Bachelor of Law to cover the RPEQ and related considerations?  or vice versa? 
  3. How would opinion/advice from a contractor with a Bachelor of Law interact with TMR's own legal division and positions?

Answers -

  1. The successful Contractor must have a Bachelor of Law degree and hold a current Queensland practising certificate.
  2. A minor wording error in section 6.1 of TMRSNAP01 Project Brief. ‘Contract engineer’ to be replace with ‘Contractor’ and Brief to be reissued. It is expected that only one Contractor would be engaged to undertake this work and they would have the required skillsets and Bachelor of Law degree.
  3. Engagement with TMR legal services legal will be handled within the program.
