Tender Overview

The Queensland Government is seeking proposals to establish a Whole of Government Enterprise Agreement with a Supplier who has the ability (including capability and capacity) to provide TMR and other future Queensland Government agencies, with a fit-for-purpose WHS Solution.  The Solution is envisaged to be a Software as a Service (SaaS) Solution.

The Supplier will be responsible for provision of the Solution and the implementation services (the Supplier may nominate up to two (2) options for implementation services (for example if multiple implementation partners are available).

TMR will be the initial agency to implement the Solution (approx. 9500 users).  Any Queensland Government agency (and other Eligible Customers) may utilise the Agreement with each Eligible Customer entering into a separate contract for their respective Implementation Services, leveraging the initial TMR implementation artifacts for onboarding and deployment in a phased implementation approach.  A list of all Queensland Government agencies and applicable non-government entities can be found in ITO Documents - Attachment A.

Primarily, the solution must enable Eligible Customers to comply with their obligations under the Workplace Health & Safety Act 2011 ("WHS Act"), the Workers Compensation and Rehabilitation Act 2003 ("Workers Compensation Act"), associated Regulations and Codes of Practice.

The Solution is required to:

  • be highly configurable and flexible within the organisation (i.e., can be used and configured differently for divisions and/or branches within each Eligible Customer)
  • have mobile capability that is intuitive and accommodates Android and iOS, with the ability for workers to view, edit and add/submit details ‘on the go’
  • support integration with other systems - both ingesting data (for example: from HR systems) and delivering data (for example: to enterprise reporting systems and data warehouses).
  • does not lock in a particular approach or methodology to safety management, for example: a fixed risk matrix, or a particular investigation methodology
  • be intuitive and easy to use by staff with varying levels of digital literacy.

The contracting mechanism will be a Whole of Government Enterprise Agreement, established as a Standing Offer Arrangement (SOA), setting out the terms, conditions, pricing and pre-agreed items for:

  • The Solution and Support
  • Implementation Services

The Principal will be Department of Communities, Housing and Digital Economy (CHDE).  Under the SOA the following Contracts will be formed:

  • Contract 1 - A Contract for Software Subscription and Support on behalf of all Queensland Government Agencies (including TMR). All Licences will be owned by the State of Queensland and managed by CHDE on behalf of the State. (Future Agencies will be added to the contract via a Variation).
  • Contract 2 - A Contract for Implementation Services, to configure and deploy the solution for TMR.  This agreement will use licences under the Software Licensing/Subscription Contract (Contract 1). 
  • As other Queensland Government entities require implementation services for the WHS solution they will enter into their own implementation contract with the chosen supplier under the SOA.
