Tender Overview

UPDATE [29/11/2021] - PLEASE NOTE: Closing time changed to 9.00am Monday 6 December 2021

Suppliers are invited by the State of Queensland (acting through the Department of Transport and Main Roads) to submit an offer for Invitation to Offer No. TMRICTSOA21014 to establish a Standing Offer Arrangement for Microsoft Dynamics 365 and Power Platform Services (Tranche 1) and an initial contract for Plan.Drive.Survive (PDS) Hub Managed Services as specified in PART B – QITC Draft Contract (specifically Schedule TMR1 – Requirements).

The SOA will be established in Tranches.  

  • This ITO includes Tranche 1 only.
  • Tranche 2 will be established at a later date through a separate ITO process. Suppliers offering for Tranche 2 will also be able to offer for Tranche 1 under a separate ITO process.

Tranche 1 – Managed Services will include:

  • Dynamics/Power Platform Managed Services including Level 2 and Level 3 incident and problem management and monitoring (solutions hosted within the Customer's Public Cloud tenancy)
  • Minor changes and enhancements including release and change management
  • Monitoring and testing relevant D365 updates
  • Ad-hoc advisory services as required

PDS Hub Solution Managed Services

The PDS Hub is a Solution which supports the operational delivery of legislated drink driving reforms which became effective from 10 September 2021.   

The Solution: 

  • allows TMR to manage the drink driving program on a day-to-day basis; 
  • interacts with four external providers via a Business-to-Business process; and 
  • is the main interface for drink driving program participants.   

The Supplier will provide Managed Services, managing and supporting the solution within TMR's Microsoft cloud tenancy in accordance with: 

  • TMR1 – Requirements 
  • Annexure A – Managed Services RACI 
  • Schedule 8 – Service Levels 

Timeframes

The Supplier is expected to deliver the Managed Services in the following phases: 

  • Transition-In (start on contract execution and conclude no later than Go-Live date of 25 March 2022); 
  • Managed Service delivery (start no later than 25 March 2022 and operate for 3 years); and 
  • Transition-Out. 

PDS Hub Scope 

The Managed Services will manage the Solution, being the following: 

  • PDS Hub software running on Dynamics 365, using Power Platform, Power BI, Power Automate and Power Apps; 
  • those components in the TMR Azure tenancy which are required to directly support the operation of the PDS Hub, including: 
  1. Dataverse; 
  2. Dynamics Web API (REST, OData); and 
  3. Power Platform Audit Log 
  • connections to manage data being sent to TMR’s data lake; 
  • Fully described connections to the TMR Enterprise Integration Platform; 
  • Data stored or managed in the PDS Hub; and 
  • TMR Staff user accounts for the PDS Hub.
