Section 1

Tender Overview

1. The Public Safety Agencies (PSAs) including Queensland Police Services, Queensland Fire and Emergency Services and Queensland Ambulance Service have previously trialled and implemented an in-vehicle satellite/LTE communications system with least cost routing and Push To Talk (PTT) functionality for remote area communications as a cost-effective solution to expansion of Land Mobile Radio Networks.

Following the success of the in-vehicle communications system the QPS is seeking an enhanced solution of the current configuration as a standard solution for future installation and upgrading of operational PSA vehicle systems.

2.  A reliable cost-effective communications solution for regional Queensland that includes officer duress and location capability as an alternative solution to replacing or expanding the aging PSA analogue terrestrial radio networks.

Ability for extended vehicle communications, utilising UHF P25 portable radios, to allow the officer to roam away from the vehicle.

Supplier capability to supply hardware and end to end service management.

From an enterprise view, the concerns involve:

  • Compatibility and integration into CAD systems and Communication and Control Centre (ComCen) current infrastructure and procedures.
  • Compatibility and integration of multiple supplier P25 terminals into the platform/solution for new and already deployed mixed supplier agency terminals.
  • Ability for single supplier to provide hardware and end to end service and solution management.

Potential dis-benefits to achieving benefits include:

  • Potential conflict; P25 conventional GPS signal embedding between P25 terminal suppliers.

Potential risks to achieving or maximising benefits are:

  • Implementation schedule not meeting the PSA timeline requirements
