Provision of cleaning services at Arthur Gorrie Correctional Centre

Overview

Queensland Corrective Services (QCS) is releasing this Invitation to Offer (ITO) for the Provision of Cleaning Services at Arthur Gorrie Correctional Centre(AGCC). Qualified and interested suppliers are encouraged to submit an offer. The detailed requirements are provided in the attached documents.

Due to the complexity of the AGCC site and its security requirements,a mandatory briefing and site visit will be conducted at 9am, Friday 19 November 2021.

In order to attend the briefing and site visit, registrations must be made, and fully completed Form 27(a) applications (including attachments) must be submitted by email before the registration closing time of 3pm Tuesday 16 November 2021.

Objectives

QCS has issued this Invitation to Offer (ITO) with the objectives of:

  • engaging a professional cleaning services provider:
    • with the requisite service experience and knowledge to deliver the required services;
    • with sufficient staff and resources to provide for planned and unplanned absences of cleaning staff;
    • that provides suitably qualified and experienced management, supervisors and cleaning staff who will conduct themselves appropriately within a correctional centre environment and who are able to pass the required criminal history checks; and
    • that responds promptly to queries and identified performance issues.
  • ensuring that:
    • all cleaning services are delivered in a professional and timely manner in accordance with the agreed service delivery programme;
    • all cleaning services are provided to the specified standard, within the specified timeframes and that appropriate mechanisms are implemented to ensure performance standards are measured and effectively administered;
  • obtaining a service provider who practices ethical staff management and business practices and adheres to Workplace Health and Safety principles;

Scope

The scope of the required cleaning services includes:

  • cleaning of specified areas and buildings on site on a regular programmed basis (e.g. visitor’s reception, accommodation units, offices, medical areas, kitchens, toilets etc);
  • the scheduled cleaning specified for each area: what is to be cleaned, the required frequency of cleaning, and the performance criteria which define the required levels of cleanliness;
  • Ad Hoc cleaning services are also to be provided during the working week and after hours on an ‘as required’ basis;
  • cleaners will be required to restock consumables (such as paper towels, soap and toilet paper). These consumables will be provided by AGCC; and
  • Emergency cleaning services to be provided 24/7 during the working week and after hours on an ‘as required’ basis.
