Tender Overview

Departement of Energy and Public Works, EOI Stage 1 - QBuild Asset Management Digital Transformation

QBuild is a commercialised business unit within the Department of Energy and Public Works that partners with government agencies to deliver their building, construction, and maintenance services. Of the total spend across government on built assets ($3.1 billion), QBuild manages and delivers approximately 49% ($1.5 billion) based on annual programs of work aligned to the State budget cycle.

The purpose of this multi stage procurement activity is to invite suitably qualified organisations to submit an Expression of Interest for the provision of one or more best of breed, Commercial-off-the-shelf (COTS) software solutions that will support increasing the asset management maturity levels of the Department through a number of technology initiatives.  The Department expects that the future technology ecosystem may need the following new applications;

  1. Project Estimation System
  2. Asset Management Information System
  3. Site Induction and Access Solution
  4. Project Management System
  5. Work/Field Service Management System
  6. Project/Program Scheduling System
  7. Customer Service and Support Telephony System
  8. Marketing and Advocacy System
  9. Portfolio Demand Management System

The Department’s preference is for software solutions to be delivered “as a service”, as opposed to a traditional on-premise installation. The preference is for a commercially off the shelf system (COTS)  with a reduced configuration requirement (not configuration based) compared to more generic platforms requiring significant effort to meet customer requirements.
