Tender Overview

ADVANCED PROCUREMENT NOTICE

This is an advanced procurement notice only (as of 23 December 2021). Queensland Rail is scheduled to release the tender via Ariba Sourcing on Thursday 6 January 2022. Tenderers can register their interest now.

 

OVERVIEW OF GOODS/SERVICES

Queensland Rail is looking to engage an external testing company to conduct onsite alcohol and other drugs (AOD) testing. Queensland Rail has approximately 7600 staff located at more than 240 worksites throughout the state. The testing program covers all staff at all locations, as well as business visitors, volunteers, consultants and contractors. Testing can occur on any day, at any time (including weekends, public holidays and night work).

Queensland Rail conducts alcohol breath testing and specimen collection and detection of drugs in oral fluids testing for other drugs in accordance with the AS 3547 and AS 4760 Standards.

Testing types include:

  • Random (adhering to the minimum testing requirements of Category 1, 2, 3 and 4 Rail Safety Workers)
  • Upon suspicion
  • Post incident
  • Return to work following an initial positive test result
  • Testing conducted under health or performance improvement plans.

Important note: The successful Tenderer must have, among others, current accreditation from the National Association of Testing Authorities (NATA) for breath alcohol specimen collection and storage and transport of drugs in oral fluid in accordance with the AS 3547 and AS 4760 Standards.

 

PROCESS OVERVIEW

Ariba Sourcing, Queensland Rail’s tendering system, is the only tendering tool that Tenderers must use to submit their responses. Queensland Rail will NOT accept any physical responses or responses via the Queensland Government QTenders website.
