Section 1

Tender Overview

QBuild is a business unit of the Queensland Government and is part of the Department of Energy and Public Works (EPW). QBuild plays a vital role in Queensland’s $45 billion building and construction industry. QBuild partners with government agency asset owners to strategically manage their assets so agencies can focus on their front-line service delivery commitments to Queenslanders. 

Underpinning the delivery of asset management services across Queensland is QBuild’s core technology solution, Ellipse 6.4. The Ellipse 6.4 system was implemented in 2009 and the QBuild instance no longer adequately supports operations and has reached its end of life.

The Ellipse 6.4 system provides QBuild with the following high-level key functions: 

  • Core Enterprise Asset Management (EAM) – inclusive of capital delivery, asset management, and maintenance including work order management; and 
  • Financial Management and Reporting. 

There are 4 primary strategic drivers that have led to the initiation of this Program.​ 

  • Driver 1: Business Risk​ 
  • Driver 2: Rebuild QBuild​ 
  • Driver 3: Need for more contemporary systems​ 
  • Driver 4: Need for process simplification

QBuild are not necessarily looking for a like-for-like solution to replace or upgrade the current instance of Ellipse and its satellite systems. The potential outcome is to source modular solutions or an eco-system of solutions that are fit-for-purpose for the QBuild services that they enable for its customers, including:

  • Capital (Plan and Build): These services are associated with delivering a suite of services to customers (asset owners) that involve building new or upgrading existing capital assets.
  • Maintenance (Maintain and Respond): QBuild also delivers a suite of services to customers (asset owners) that help them maintain their built assets.
  • Finance (internal service): The Finance team delivers a suite of services associated with delivering an end-to-end Financial discipline and management to support the delivery of value to QBuild Customers via Maintenance and Capital services, to ensure a strong discipline of financial management.
  • Additionally, QBuild also delivers (internally) a range of shared services to its staff that directly or indirectly help QBuild staff and contractors deliver Capital or Maintenance services to its customers.
