Section 1

Tender Overview

Tenders are invited to operate, manage and maintain the landfill operations at the Nambour and Caloundra Landfill sites.  In addition, the successful contractor will be required to progressively construct the clay sidewall liner at the Nambour Landfill and the leachate riser extensions Caloundra Landfill, while continuing to perform the landfill operations services.

The tender is structured into two (2) separate contracts, each of which has their own General Terms and Conditions and Specifications.  Council seeks to award both contracts to the one Respondent.

Landfill Operations

The landfill services to be provided at each landfill site include, but are not limited to:

  • supply of all personnel and equipment to operate, manage and maintain the Nambour and Caloundra Landfills.
  • dispose waste, filling landfill cells to Fill Plans.
  • install intermediate capping.
  • environmental management of the Sites, including HES Basins and leachate management system controls operation and management.
  • vegetation management.

Notably, during the term of the contract, the Caloundra Landfill will reach capacity and landfilling at that site will cease.  The services will then transition, with waste disposal and operations services only at Nambour Landfill.

Landfill Works –Sidewall Liner & Leachate Riser Extensions Construction

The construction services to be provided at each landfill site include, but are not limited to:

  • construct the Sidewall Liner at the Nambour Landfill.
  • construct the Leachate Riser extension at Caloundra Landfill.
  • supply all materials, equipment and labour, including clay to specification.
  • construct to engineering designs and specifications including reporting and certifications.
  • coordination of construction delivery around continuous landfill operations.

This contract has a service commencement date of 7 July 2024.  The contract term is seven (7) years with an extension of option of two (2) further twelve (12) month periods, at Council’s sole discretion.
