Tender Overview

Background

Energy Queensland has a diverse and extensive property portfolio across Queensland including 1,500 owned property assets (corporate and network) and 250 occupancy agreements (leases, licences etc).  Energy Queensland has an ongoing requirement to ensure its property portfolio is managed and kept compliant with legislative requirements. 

Property Management Services covers a broad range of services including, but not limited to, commercial and industrial lease administration, residential leasing, general property management and property utility management (water, electricity, and rates).  The estimated annual transactional value regarding property management is approximately $60M ($57M expenses and $3M revenue). 

Project Purpose

This Tender is to engage a Property Management Services supplier to deliver the scope of works.  The major focus will be achieving a ‘value for money’ outcome with consideration of relevant government economic, ethical, social, and environmental objectives including local benefits and whole of life costs and non-cost factors.  Specifically the tender will:

  • Establish a strategic partnership with a market leading Property Management Services provider to achieve sustainable and commercially superior outcomes.
  • Leverage the service provider’s Management Information System (MIS) to achieve better coordination and improved management of Energy Queensland’s property data.
  • Obtain better visibility of Property Management Services costs.
  • Source the services from a Queensland based enterprise.

Supplier's Scope of Work

The final Services Specification will be released via SAP Ariba as part of the Request for Tender (RFT).  Generally the Property Management Services supplier will need to provide:

  • A Management Information System (MIS) to provide services to Energy Queensland
  • Property management services (including but not limited to utility invoice processing, rental payments, arrears management)
  • Lease management services (including but not limited to leases, licences, lease administration, lease renewals outgoings, rent reviews, occupancy agreements)
  • Body corporate management services
  • Regular reporting requirements

Expression of Interest to Participate in Tender

Interested suppliers (tenderers) are invited to register for the WS41508161 tender. The actual tender will be released via SAP Ariba.

How to Respond

Suppliers who wish to submit a response should follow the below instructions:

  1. Suppliers can register with SAP Ariba by sending an email to the nominated Sourcing Specialist / Contact Officer, Paul Spanner (paul.spanner@energyq.com.au). The email subject should contain the tender title including the request number “WS41508161 – Property Management Services” and the email should contain the following; business entity name, business email address, contact name and phone number.
  2. When registration is complete Suppliers will be invited to respond and will be able to access the Energy Queensland SAP Ariba realm via a link contained in the email notification. Please note this link will expire within 24 hours.
  3. Suppliers must accept the prerequisite Bidder Agreement under the ‘Review and Accept Prerequisites’ tab to ensure all system generated notifications are received. This includes, but is not limited to, Content updates and changes to Event Timing.
  4. If the Supplier elects to submit a response they must do so using Energy Queensland’s online tendering tool (SAP Ariba).
  5. Suppliers are encouraged to read all relevant documentation located at https://www.energyq.com.au/suppliers.
