Tender Overview

The Queensland Government is requesting expressions of interest (REOI) from suitably experienced and qualified technology vendors who can provide suitable software capabilities to deliver the core Enterprise Performance Management (EPM) cloud-based technology for the Financial Reporting and Management Enhanced Systems (FRaMES) Project. 

Treasury’s primary goal is to implement "Best of Breed Solutions on a single platform from a primary vendor.” In line with this objective, Treasury has a preference for engaging a prime contractor who can oversee and integrate the entire solution. Respondents are encouraged to propose the provision of one or more capabilities that contribute to this platform. However, it is important to tailor your responses to reflect not only your potential role in delivering individual components but also your capacity to function effectively as part of a comprehensive, integrated enterprise solution.

This REOI is part of a three-stage procurement process:

  1. REOI process (Stage One) – Treasury will evaluate Responses to this REOI with a view to down select Respondents that best satisfy the REOI Evaluation Criteria to progress to Stage Two of the procurement process; and
  2. RFQ process (Stage Two) – shortlisted Respondents from Stage One may be invited to respond to a Request for Quote (RFQ). The RFQ evaluation is likely to include an overall assessment of a Respondent’s Technology Vendor partnership suitability, capability, risk and price.
  3. Competitive Dialogue process (Stage Three) – shortlisted Respondents from Stage Two may be invited to respond to participate in a Competitive Dialogue (CD) exercise involving a series of presentations, workshops and/or product demonstrations whereby participating Respondents will be asked to demonstrate their proposed software capabilities at Treasury’s site. It is anticipated that no more than two or three Respondents will be invited to Stage Three. Stage Three may also involve negotiation of key legal issues on the contract. Participating Respondents may be asked to submit an improved proposal and/or a Best and Final Offer (BAFO) following the conclusion of Competitive Dialogue, which will inform an overall value for money assessment for the identification and selection of the Preferred Technology Vendor(s) to proceed to final contract negotiations.

  1. Read all the attached documents;
  2. Register for the Virtual Industry Briefing, as per the details in the REOI;
  3. Submit any clarification requests by 5pm AEST Monday 22 January 2024; and
  4. Submit proposals by 4pm AEST Monday 29 January 2024.
