Tender Overview

This is a forward notification of the Market Sounding exercise of the Development of Digital Telemetry System project.

Queensland Rail will undertake a market sounding exercise to gather relevant information for the delivery procurement strategy for the Development of Digital Telemetry System project. This Market Sounding exercise is an opportunity for the industry participation in the development of the delivery strategy for the Project. There is no obligation for an industry participant to respond and

a non-response will not affect any organisation’s future opportunities in respect of the Project.

The following table provides the proposed timeline of the Market Sounding process:

Project Objectives

The objective is to undertake a trial to create a solution to replace the life expired Universal Traffic Control (UTC) analogue-based telemetry sub-system with a new digital system and telemetry protocol that will suit current and future UTC requirements. The proposed delivery milestones are outlined as follows:

Market Sounding Objectives

The objective of the market sounding is to:

  • Provide potential respondents with information on the Projects, including high level project scope and key focus areas.
  • Outline and obtain market feedback on a proposed timetable for the procurement and delivery of the Project.
  • Obtain feedback from respondents on the key drivers or considerations when packaging the project milestones to assist in developing and finalising the procurement strategy.
  • Identify contractors with relevant experience, accreditation, capability, capacity, and intent to deliver the Project, specifically:
    • Ascertaining market interest and capacity to deliver the Project;
    • Identify issues of concern for the market regarding the proposed delivery timing;
    • Identifying challenges for the market regarding the Project.

The market sounding process will provide interested parties with an opportunity to provide input into the development of the tender documentation for the Project. The exercise will not be used for any purpose other than gathering information from the industry.
